假的，俄羅斯指控的生化武器實驗室是公衛及生物防禦性質的實驗室。這些實驗室接受來自歐盟，美國及WHO的補助經費。美國並沒有在台灣設立生化實驗室，或是違反自己簽署的禁止研發生化武器公約，大量設立實驗室反而會增加洩密及管控難度。
