假的。影片所提的百姓拿不出1000 元不可能發生，為協助弱勢民眾領取，政府會將用於領券之1,000元補助撥至低收入戶等弱勢民眾帳戶。再與所謂的「套利集團」合作並不划算，反而會造成弱勢民眾的損失。
