指揮中心表示，有了先前SARS經驗，大型集會活動也都取消了，內政部也有相關對應措施。提到清明掃墓，陳時中也表示，他自己已經提前掃過了，確實沒有人很多，希望大家有空自己去，不要太過聚集。副指揮官陳宗彥也表示，至少9個縣市也將在連假關閉納骨塔，希望做到人潮分流，希望民眾提前掃墓，不要過度聚集。
