因為080字頭的電話號碼是通傳會核配給中華電信、台灣固網、新世紀資通及亞太電信等經營市內電話、長途電話、國際電話的電信業者，提供用戶申辦受話端付費服務用的。 中華電信拿到的是0800，其他三家拿到的則是0809，也就是說，大家用市內電話或手機撥打0809與0800字頭的電信號碼都是不用付費的。

民眾用市內電話或手機撥打0809與0800字頭的電信號碼都是不用付費的。至於向業者申請0800或0809服務的用戶會需要付費，一般申請受話端付費服務的都是些公司行號，也就是公司會付費提供這些電話服務。
