依據菸害防制法第15條第1項第13款規定，自109年4月8日起公告花蓮縣連鎖超商、咖啡業者騎樓下全面禁菸，包含7-ELEVEN(92家)、全家超商(45家)、星巴克(6家)、85度c(8家)、路易莎(3家)及羅伯咖啡(8家)等共計162家，違規於禁菸騎樓吸菸之民眾，依菸害防制法第31條第1項規定，處新臺幣2,000元以上1萬元以下罰鍰。
