在紓困方案中，經濟部提出新內容，針對有稅籍登記的商業服務業將分成2部分進行補貼。根據政院統計，因應疫情發展至今，已推出84項與民眾直接相關的補助措施，內容涵蓋「展期不罰」、「寬緩及減租」、「緩辦及延期」、「緩繳及減收」等。其中包括換發國民身分證、戶口名簿等戶政業務，除可線上申辦外，如須親辦者可線上預約，也可在第三級疫情警戒解除後再行申辦，逾期不裁罰。
