台鐵是“公司化”，並非改“私有民營”。
是從原本隸屬交通部的“鐵路局”，改為由國家經營的一家“國營企業”，名稱為「國營臺灣鐵路股份有限公司」，並非“私有”也非“民營”。
最初是因台鐵工會發起罷工，經協商後，由政府接收台鐵長年累積的債務、員工退撫金、配合政策要求所造成的虧損；基本上就是經營不善導致惡性循環下，後續又發生多次大型交通事故，其中包含8起人為事故。而韓國鐵路也是於公司化後，事故大幅降低九成，學者研究後認為唯有「公司化」，引進專業經理人，才有機會讓台鐵改革。（資料：天下雜誌）
