針對疫苗一事，北醫人文所副教授李崇僖也透露，目前所有國外施打中的疫苗都是基於EUA（緊急授權），而EUA的意義就在於政府有緊急需要，確定廠商有「生產量能」且產品有「基本的安全數據」，和一般取得正式藥證不同，取得藥證沒有附帶供貨義務，但EUA則可能有供貨義務，因此在核發EUA之前就會先簽採購合約。
基於這個道理，疫苗的EUA就是政府與廠商的直接交涉，李崇僖表示，「實在無法想像廠商會把沒有正式藥證的疫苗賣給民間單位，讓民間單位自己去做捐贈」。並強調國際上沒有這種作法，更別說台灣的宗教團體或科技企業，就連美國的APPLE也不可能做到。
