公文從來沒有列為國家機密，目前公文列密等，是依據行政院文書處理手冊呈現編列，目的是在約束公務員傳遞、管理公文的嚴謹態度。本案從來沒有列入「國家機密」等級，更非謠傳的「絕對機密」，只是公文管理的勾選，密等隨時可以調整。
